You need to take one step at a time. Before pushing for the step-ups, you need to get the trust back. Sit with him while he's either in or on the cage and talk to him. Tell him how wonderful he is and do this often and for 10-15 minutes at a time. Then keep rewarding him with the peanut bits... sparingly but so he feels rewarded. Do this until there is a real connection between you (days..weeks..months, however long it takes). Then the next step would be to work towards the step-ups.

NEVER chase after the bird when he is afraid. He will become even more phobic. Instead, wait until he settles and then approach. JUST MAKE SURE that everything around him is safe.
